Enbridge pipeline under the straits

The 645 mile Enbridge pipeline that crosses the straits and that Michigan's government is seeking to shut carries about 500,000 gallons of oil daily from Superior Wisconsin to Sarnia Ontario. If that pipeline is closed are railroads prepared to ship that volume of oil from Superior to Sarnia? Alas, there is not longer a rail line into St. Ignace and there is no longer a vessel to transport rail cars across the straits of Mackinac. Did Michigan's government allow abandonment of rail services that may now be needed if a pipeline is shut?
