IIRC the traffic at one time was ferried through the tunnel from Sarnia to Port Huron by CN than added to the trains from Port Huron to Flint, then routed to Walbridge. CSX and CN reached an agreement where CSX would transfer the Sarnia cars to CN who would run them down the Mt. Clemens Sub and Shoreline subs (or via Flat Rock) where they would be taken to Walbridge for interchange. This was designed to save several days transit time and supposedly cost CSX less compared with the trackage rights cost of using Port Huron to Flint for the traffic.
I don't know how true that is, and I don't have the time, nor the energy to go looking through the filings that would have addressed this years ago.
