I'm presuming the two sidings south of the diamond at Vassar were passing sidings back when they were still running through trains. However, that designation may have changed after they were no longer needed for their designed purpose (and by rule book definition for "the meeting and passing of trains.") On the C&O, a passing siding could only be blocked with permission of the chief dispatcher, and in train order territory had to be protected by train order, or by bulletin if for an extended period. I remember we used to block some less strategic sidings on the branches with auto racks when the plants were down for "changeover" back in the day.
