Its my understanding that a crew is trained and approved for a specific territory. Otherwise a crew from out of state for example bringing in a drag of coal will not be familiar with the local network and snaking through a yard to make connections on a route.
Isnt this why you dont have NS or BNSF or CSX crews just blindly coming into other railroad territory?
Its not like you can just spend days backing 180 coal cars out of wrong turns when trying to get your train to a remote destination. A local crew will know the way.
Amtrak passenger trains may cross through multiple territories that other railroads own the track. Doesnt territory become a factor?
