Over the years, some crutches have helped. Dynamic braking, distributed power, rear end devices that can dump the air, and design improvements to the various braking related equipment.
But to stop a land barge, especially in emergency, requires that all of the cars start stopping at the same time and within the same degree of stopping power(empty vs loads).
None of those crutches can do that. There are solutions out there that can. But they cost money. Cheaper to contribute to political candidates than to fit and retrofit such equipment.
