I have always thought that the line from Saginaw to Paines belonged to HESR through the leap frog effects of PC to GTW to CM to HESR (now GW). And, I believe Doug when he says that the line never actually was owned by C&O, but rather trackage rights have been used for a very long time. He should know, as he worked for C&O in Saginaw for a good amount of time. As for how and why LSRR aquired a short 2-3 mile piece of the line west of Paines, is a total mystery to me. Now, something that may be a surprise to some, the former NYC/PC line from Owosso thru Chesaning, to Paines was operated for a very short time by TSBY in the mid 70's. I don't know how many trains were actually operated over this section by them, but, there is a photo out there somewhere, of a TSBY train moving along this line somewhere between St. Charles, and Swan Creek. It was posted to this site several years ago. Of course, the track is now pulled from Paines south to just north of Chesaning, and other than car storage, there is no customers north of Oakley any more.
