When the GTW took over the former PC lines in the Saginaw-Bay City area, it included the PC line to Paines. Our C&O trains continued the same trackage rights from Mershon to Paines that they had always had when it was PC and before that NYC/MC. The other line you refer to on the west side was called the West Side Belt and extended from a switch off the C&O Mershon siding through the west side of town and crossed the Paines line at Fordney. In the mid 80's, the belt line was abandoned from Mershon to Fordney, and the west side job started running over the GTW to Fordney. The line to Paines was transferred to subsequent operators as GTW sold to CM and CM became HESR. LSRC assumed the same trackage rights from Mershon to Paines that C&O/CSX had.
This info is from someone I know who works for MMRR: "LSRC only has track at paines now 7.8 to 10.1.
HESR swap track in Bay City by Foss Yard for paines. Why i do not know.
My guess is no one wanted responsibility of bridge over tib.
We only run to Genesee yard for power swap for our 92 day inspection. We do not directly interchange with hesr.
We do not go to LSRC yard."
