You can't service a line unless you have the legal right to do so. If you have followed it, that's exactly the problem the Grand Elk has in Grand Rapids with CSX. NS/GDLK screwed up and didn't maintain the legal rights to operate over the CSX line in Grand Rapids.
It doesn't matter that the same company owns the line on both sides of the Shields-Paines segment. They must have the legal right to operate over the Shields-Paine segment. Clearly they don't have those rights. But Lake States has the right to operate from their yard in Saginaw to the Shields-Paines segment.
