While the tracks probably do hold around 15 cars each, the facility is not capable of unloading 30 cars per day. If they unloaded 30 cars per day that would be just about 11,000 cars per year & an asphalt terminal of this size typically will unload 500-800 cars in a normal year. My best guess is that the facility will be able to unload 6-8 cars per track, but considering it typically takes asphalt at least 1 day of steaming the cars before they can be unloaded I'm guessing each track would typically be switched every other day.
Frost laws have no impact on rail or unloading of the cars. The Plant Manager told me he was planning to have the first cars spotted Friday night/Saturday morning, but it sounds like they got delayed so now they probably won't be spotted until Monday night. He also said they have a lot of cars enroute right now as part of their winter fill program. Once the tanks are full, road spending will dictate how many cars they get the rest of the year.
