Yes, that's the pedestrian over the LSRC or the H&E Railroad, east of the north end of the LSRC Saginaw Yard, looking south, in Saginaw. The building on the other side of the track and the trees is the Arthur K-8 Academy which is part of the School District of the City of Saginaw, Saginaw County. The street in the foreground is Norman Street and the dead end street just to the left with the yellow sign with the double arrows on it is Casimir Street and the academy is located on Cathay Street on the other side of the track. The kids are using the pedestrian bridge to get to and from that school. Passenger train service on that track was discontinued many years ago.
