Lines west of Wayne would make good short line material. Maybe even north of Michigan City to Kalamazoo too. NS doesn't want it so sell it to someone who does and will drum up business rather than ignore or turn new business away.
CR looked into selling these lines in mid 1990's. Took bids. I was involved with group who submitted bid. We were amateurs and our bid was turned down immediately. Had we been awarded bid we probably would have failed.
But there's savy railroad people out there who could be aggressive and try to prop up these lines.
