I kno3w the GR Waste Water plant went from receiving tank cars of chlorine to 2 ton cylinders. It was more a safety issue than truck vs rail. A 2 ton cylinder leaks, you have a minor hazmat, a rail car leaks, a big hazmat(sad. A number of plants are switching from chlorine to a more environmentally friendly disinfectant.
