I'm getting pretty tired of always reading Dave's "MORE TRAINS" questions.
In order to have more trains.....you'd really need to generate some business that wanted or needed to ship by rail. If you could find that business and then convince him/her to ship by rail, then yes....there might be more trains.

I think right now ALL of the railroads in North America are trying to ship every piece of freight they can get their hands on. Or they can get into a railcar!!
