Thats an interesting thought Pete that I hadn't considered, however, I think of Electrosux in Greenville and I have heard form several different sources that they have regretted that move and now that the plant is gone, they have no place to come back to.
See the beauty of establishing a program is you get to set the terms of the program. Those terms can be written any way the committee or author of the Public Act chooses to write the Bill.
So hypothetically condition of enrollment and active participation, may include, boarding the doors and windows of the building and painting the boards the same color as the exterior of the building and posting the building twice on each side of the building against entry with approved signage. Spraying all concrete or asphalt surfaces against weeds at least twice during the summer, not letting the lawn exceed 6 inches, and keeping all trash and dumped refuse removed.
At any time the company could withdraw the property out of enrollment to lease to another company, until they wish to reuse the building themselves or sell it off.
The bottom line is the program would preserve the infra structure of industry for future use instead of closing the door to industry and opening the door to residential development.
