IT'S alot better to have the rail it place and not used for awhile, than pull up the rail and scrap it. It cost a hell of alot more $$$$ to intall new track VS a few ties here and there. There are customers in the Detroit area that use to have rail service and want it again , until they find out what it costs to install a switch 
, that and the fact they the RR's don't want to be bothered
