Just for the record, the railroad is responsible for the road surface out to the ends of the ties. MDOT is responsible beyond that.
What often happens is that, during a crossing reconstruction, the track is resurfaced which typically raises the rails about 2" sometimes a little more if the track was really down in the mud. Then the railroad puts in the crossing and the highway department does nothing to ease the transition, thus the hump.
It's the highway department's responsibility. Note in the news article that MDOT is agreeing to fix it, not the railroad.
