The information I have would suggest that the access will be the papermaking side. Paper (aka fiberboard) would be shipped by rail to Titterton Siding (near Mitchell, SD) to a Graphic Packaging converting plant. This plant is served by Dakota Southern Railway to which the BNSF graciously allowed access by CN, CP, D&I & UP via haulage or trackage rights a couple of years ago.
