If memory serves me correctly, the type of grade crossing protection is determined by the amount of road traffic at the crossing, not rail traffic. Any upgrades to the system required by traffic increase are made by the State, then the railroad must maintain the system from that point on. I'll guarantee you that the CN would not have spent the money to upgrade that crossing protection unless it was mandated by an outside governing body.
