APHA issues Novice and Amateur cards. Forms are on the APHA website.
You need to apply in advance of the show.
There is a *rush* fee, for $25 extra. Otherwise it's $15.
If you pay with a credit card, you can fax it in and save time waiting for the mail. And for an extra $5 they will email back the 'card' so you can print it out and bring it to the show, before the real card shows up in the mail.
Note that you are limited in what horses you can show. APHA requires that you or a family member owns the horse being shown.
I see that AQHA has relaxed this for NOVICE showing Quarter Horse. You don't have to pay any fees, and can show any horse, for Novice Quarter Horse! I wish APHA had done that as well...
