Huge mental hospitals have been made obsolete by advances in modern medicine- why shut up someone who could function in the "real world" unless they are an acute danger to themselves or others? Many people don't like the idea of drugging those with various mental disorders, but, in the extreme cases, it is warranted. I can't really speak to the Andrea Yates matter, but I imagine that it could have been prevented with proper intervention and treatment.
