yes that sounds very like partial paralysis get her vet care a.s.a.p as far as the light she needs a 5.0 uvb light 20watt to help her produce the right amount of d3 by her self and also give a calcium and d3 vitamin supplement uvb is very important to help preven partial paralysist provide a basking light about 100 watts being that you have a 40 gal this should be just perfect to keep proper temp tank shall reach 95-102f on the basking side and 79-85 on the cool side
