Hi Randi;
I think you have a great idea. I will give you some input that I think will help you.
1. In order to be successful, and I think the point that you should start with before you expend one peso is to secure free publicity advertising your "pet of the day", etc. with the local TV Channels like Ch 18 on Mega Red and in the Mediano Newspaper. Why? Well it is not the tradition here in Mexico to get animals from an Animal Shelter. Tradition is huge here and you can't fight it. But with free publicity, I think you will be successful.
2. Starting around 8 years ago, they started picking up any stray pets wandering around the streets of Tepic. Yes, it's mainly set up to get them off the street and euthanized.
3. Your efforts will be considered a Charity. Don’t expect any funds from the State or Municipalities as that again is not the tradition here. All Charities are privately funded. Of course, as in the States you can charge people when they adopt pets for the shots, etc.
I applaud you for your efforts and hope that you will be hugely successful. Oh yea, and welcome to the Ex-Pat Community here in Banana land.
