We have been fortunate to have two vets here in Tepic who have been very good to us and our animals including the handling the passings of our wonderful and beautiful cocker Sandy and our fabulous 26 year old Persian Sammy...I must say that, like anywhere, some animals have a chance and others are certainly in need of help...Your idea of opening an animal shelter sure sounds great and certainly would be a challenging undertaking considering the amount of homeless animals hereabouts who don't have anywhere to go but up with a little help from a friend...There are annual free spay and neuter programs here held at predetermined locations and advertised in the newspapers...
Good luck on your wonderful and badly needed undertaking and I hope that others will contribute some useful information for your venture...
