Because NAFTA, in 2009 is scheduled the liberalization of importation of cars and trucks 10 years or older, what means that the limit of 2 per person will not apply anymore, although the taxes and fees will still apply. If the truck is a 1999 model, it is better to get a temporary permit with your FM3 and nationalize it on november 2008 because you can't do it before then. Your mexican friend can nationalize the other car in any aduana inside Mexico, provided it is at least 10 years old (1998 till oct 31, 2008) and the temporary importation permit is current (remember, a mexican can get only a 6-month non-renewable permit).
You can do the paperwork in any aduana if you have the impo permit. If not, then only in the border. A customer broker is only a middleman between you and the aduana. If you don't feel comfortable doing the paperwork yourself, then pay to the broker. There is one in Tepic, I think. I've seen in El Meridiano a business that offers to nationalize the cars and trucks. I don't know their address, I guess you need to look to El Meridiano till they advertise again, or look for them once you are in Tepic.
A "moral person" as an individual is called legally in Mexico, can nationalize up to 2 cars per year (read again the manuals at aduanas.com). In this case you can nationalize the truck in Nov 2008 and then return to America to pick the other car, as you said could be better for you.
For a list of aduana locations go to the same web site. As I told you before, Guadalajara is the closest to Tepic (or hire that business I told you about)-. Maybe if is not too much work, our friends Cliff or Alice can find that info in the yellow pages or past Meridianos for you.

Yesterday, mexican auto industry leaders were asking the mexican president to delay this liberalizacion for some more years, limiting the number or cars imported to 350 000 per year.
I don't think that NAFTA will be renegotiated to acommodate these mexican businessmen.
