You can nationalize a car or truck at the border if it is between 10 and 15 years old (the years goes from Nov 1st to Oct 31), or get a temporary importation permit to drive it in Mexico and then you can nationalize in any aduana (customs} in Mexico, no in Hacienda, because all payments are done to Banjercito (the closest aduana for Tepic is in Guadalajara).
For detailed info about getting temporary impo permits or legalize (in Spanish), go to www.aduanas.com.mx and open the link "Normatividad" or Normas, I don't remember.
You can get your temporary impo permit at the border, but is easier and cheaper over the internet, because if crossing by the border you need to leave a deposit (from $200 to $600). Over the internet it costs $49 and they mail it to your home. For info about this go to www.banjercito.com.mx).
To get more detailed info, visit your nearest mexican Embassy or consulate (Washington, DC you mentioned is good for you).
The temporary impo permit is valid for 6 months when a mexican ask for it, and non-renewable. For americans or visitor from Canada, the permit is valid for as long your visa is valid, although I don't know if you need to have it re-stamped once a year, for free.
If you are in a 6-month permit you need to legalize when the permit -and you visa, I guess- is still valid, otherwise you need to exit and re-enter Mexico to get a new permit.
