The player in question has to play the same level he played that year or move up. He cannot drop a class once he is on the move up list. For example: A "D" player who's team is on the move up list can play D the following year or move up. He cannot drop down to E the following year. This was ok to do with the old NSA bylaws. Even though his team was on the move up list, he was still considered a D ball player until his team moved up and played at the next classification. Hope this helps.
