I have no doubt that Tony can be lured out of retirement for either a storyline that peaks his interest or to be part of the goodbye when GH is cancelled (well, if relatively soon; he's not a young man).
The hope is that he's had enough distance to accept a L&L reunion at the end. And that can happen. He seemed very much at peace when he was leaving, recognizing that he fought too hard, left too much blood on the walls, for a character he now recognizes was never his.
He took it all so seriously. Maybe in retirement, he won't. He can just show up, have a great time with Genie, and play out LnL.
