Article 36 of the Articles of War states: "All other crimes not captial, committed by any person or persons in the fleet, which are not mentioned in this act, or for which no punishment is hereby directed to be inflicted, shall be punished according to the laws and customs in such cases used at sea."
I think ogling the captain's wife falls under "other crimes." And I'm sure that PM would be able to refer to some pretty horrific "laws and customs ... used at sea." Or, he'd just make them up!
