After those major storms, the state pressed the power companies to embark on an aggressive tree-trimming program. Contractors went around cutting down all branches that could fall and take out power lines. That seemed to help a lot.
The only real answer is underground power lines, but that apparently is so costly neither the government nor the power companies want to go there.
