Mutual deterrence: why not pass a global law governing nuclear or more devastating weapons, wherein firing such on civilian populations constitutes that it is legal for anyone in the world to kill you, whether a preemptive strike or an effort of retaliation?& that anyone who helps you can and should be killed too?
That way, there's no back and forth wave of nuclear explosions. This seems like a much more surgical deterrent to me, than the caveman tactic of everyone aiming their nukes at each other
