A psychic underground should
first assertain a method of determining the trustworthiness of its members, avoiding psychological profiling & minimizing the potential to expose anyone's dirt, or private business.

Provide every member the opportunity to answer any of a list of questions in writing, as thoroughly as they can, composing the questions & warning the people answering them in a manner as to avoid determining anything other than trustworthiness & relevancy of cooperation (to encourage efficiency & minimize the potential for infiltration).
The most important question is who, or what, do you love? The less the individual discriminates in the way he or she loves, the more trustworthy that individual is likely to be. There may be loopholes around this question, unless modified by, how much love do you have?
The second most important question, although bordering psychological profiling to promote, is how big is your ego? This gauges how impulsive (crazy) the individual is likely to be.
Telepathy can be used as a lie detector test, but if relevancy of cooperation, size of ego, & size and focus of love is determined in writing, every member of the network need only permit the telepathic "interrogation" for a single instant.
Any network can perform this organizational trick, then join forces with other networks by permitting a single member of their own team to confirm all the answers to the questions have been answered and the network has restructured appropriately.
Once the network has been restructured, all the power goes into the hands of the most trustworthy members of the team, memorization skills & telepathic dialogue promote a rapid exchange of information and strategic distribution of material needs.
