The cyberpunk label was applied to a group of writers (The TOC of the Mirrorshades anthology will tell you their names) who wrote stories usually set in a near future where technology assumes almost the role of a character in the story. The stories usually depict a stark gritty future, but the style and substance vary from story to story and author to author so much as to make pigeonholing near impossible.
The label applies more towards the authors than the fiction.
The cyberpunks have mostly moved on, finding new waves to ride. The classics, like Shirley's Eclipse and Gibson's Neuromancer are still read, but there have been few good novels (e.g. Black Glass) that could be called cyberpunk published recently.
