I believe you're thinking of "Smoky" which was made into a film in 1946, starring Fred MacMurray. It was based on the book by Will James, the book's title is "Smoky The Cow Horse." The book won the Newbery Award. It is, besides the Black and Red Stallions books, and Black Beauty, my favorite horse book. The book can sometimes be found at Amazon and eBay. Don't know about the movie, though.
