I listened to the Live at Santa Monica rendition of this song and I have another idea. The live version is in the key of D and the chords during the vocals sound like E-major. I think this version (and perhaps the “Goin’ Places” version too) is based on tuning the 12-string down 2-steps (for the live version) and playing the piece in the key of E. The opening chord might be played as follows: Barr the 2nd fret 1st thru 5th strings and add a G and D on the 1st and 2nd strings respectively. Then lift the chord to the open Em7. That opening riff resolves into E major for the vocals.
Alternatively, the 1st chord could be played as an A7, but I don’t think that is the chord Dave is playing. Now you’ve got another choice – take your pick.
