What I mean is that I have read that her song titled "Le Plus Beau Du Quartier" translates loosely into "prettiest girl in the neighborhood". I don't speak French however, so if the translation is inaccurate I am more than willing to be corrected. Here in the States we don't generally use the term 'quarter' in the sense that the song title uses it.
The article makes it clear she comes from a privileged background.
