Blue eyes is a recessive gene and the reason the eye is blue is due to the lack of pigment in the eye. There is nothing wrong with the eye(s) but thats why it looks blue. If a dog has a blue eye(s) then it is carrying that gene and could throw a blue eyed pup. The litter you are talking about with Congo and Daisy there is a chance that one or more of those pups could have blue eye(s) since Daisy has a blue eye and Congos dad is rocco that had 2 blue eyes.
As for when can you tell about eye color is around 5-6 weeks. eyes that will stay blue have a red reflection in the retina and eyes tend to get bluer each week. If the eye(s) are blue at 5-6 weeks but retina reflection is green you will see by the time the pup is 8 weeks the eyes will look more blueish green and will eventually end up being a golden color.
I am a fan of the blue eyes too but one thing you should be aware of is If you plan on showing the dog a lot of judges will disqualify the dog for having blue eye(s).
Also when you pick your pup out the color of their eyes should be down on the list. You should pic the dog based on structure you are looking for and the temperament of the puppy. Just my opinion. Either way those pups are going to be real nice I am looking forward to getting my pic female.
