If the tires just start to touch the fender at full compression then that is right. Don't go to big with the tires either, this is a totally different ball game then 4x4s.

Most of the lift with VW's is next to free. You have to cut the center of the front beam and then rotate it. For the rear you have to re-index the torsion bars. Anything more then that requires parts like longer trailer arms and axle shafts.
