Moon is mentioned 28 times in the Noble Quran, exactly as the number of times and phases it appears to earth.
1- The Noble Quran's Divine Claims:
The Noble Quran is filled with scientific statements and notions. These are statements of Allah Almighty describing how He created things on earth and in the Universe. What's most amazing is that all of these scientific statements and notions had been proven to be in perfect agreement with science and our modern-day scientific discoveries. Allah Almighty made the Noble Quran be Prophet Muhammad's (peace be upon him) Everlasting Divine Miracle and proof for Prophethood. The Holy Book certainly stood the test of time 1,500 years ago with Its Claims, Prophecies and Miraculous language eloquence, and it does again and again in our day today with Its overwhelming agreement with science and discoveries that were not known to man 1,500 years ago.
Allah Almighty Said: "We will soon show them Our signs in the Universe and inside their selves, until it will become quite clear to them that it is the truth. Is it not sufficient as regards your Lord that He is a witness over all things? (The Noble Quran, 41:53)"

The 27 Noble Verses are: 2:189, 6:77, 6:96, 7:54, 10:5, 12:4, 13:2, 14:33, 16:12, 21:33, 22:18, 25:61, 29:61, 31:29, 35:13, 36:39, 36:40, 39:5, 41:37, 54:1, 55:5, 71:16, 74:32, 75:8, 75:9, 84:18, 91:2. Mentioned 28 times in 27 Noble Verses. This is the exact number of times and phases the moon appears in. The following Western Scientific sources further prove this:
"Another factor in the variation of tides is based on the orbit of the moon around the earth and the earth around the sun. Both orbits are not circles but ellipses. The distance between the earth and moon can vary by up to 13,000 miles (31,000 km). Since the tidal force increase with decreasing distance then tides will be higher than normal when the moon is at its closest point (called perogee) to the earth, approximately every 28 days.
Likewise, the earth's elliptical orbit also causes variations in the sun's pull on the tides as we move from the closest point to the farthest point (called apogee) over the course of a year. And just to complicate things even more, the moon's orbit is inclined 5° to the earth's rotation. So the north/south orientations of the bulge also varies between the northern and southern hemisphere over this same 28-day orbital period.
As the moon completes one orbit around the earth (about every 28 days), there are two times in each orbit when the earth, moon and and sun are inline with each other and two times when the earth, moon and sun are at right angles."

My Note:
As we've seen above, Allah Almighty directly mentioned the Arabic word قمر , "moon," 27 times in the Noble Quran. The 28th time was in reference to the crescents. Obviously, the number 27.35, which is almost always rounded to 28 as the articles above clearly show, is still in perfect harmony with the Noble Quran's number of mentions of the moon. Also, the Arabic word قمر , "moon," is mentioned directly and indirectly 28 times in 27 Noble Verses. The 27 Noble Verses are listed above. So no matter how one looks at it, I personally see the 28 and 27 in the Noble Quran to be in perfect harmony with science's 28 and 27.3. This all looks more impressive when we learn that Allah Almighty Said that the moon's orbit around earth is shaped like the English-letter "S" (an old and twisted date-tree branch), which science has also just recently and perfectly confirmed.
So there is definitely a Divine Message and Wisdom behind the number of references to the moon in the Noble Quran.

The number of direct and indirect occurrences of the Arabic word قمر , "moon," is in perfect agreement with what Scientists have just recently discovered and confirmed about the moon's orbit around the earth: 27 and 28 (see note on Article #8 above). It is also worth mentioning that Allah Almighty Said that the moon's orbit around earth is shaped like the English-letter "S" (an old and twisted date-tree branch), which science has also just recently and perfectly confirmed.
Allah Almighty's comparison of the moon's orbit around the earth with the shape of an old and dried-out branch of a date tree is truly amazing! No man could've possibly thought about this 1,500 years ago, because the S-shaped orbit of the moon around our planet was not known to man back then. On the contrary, man thought that the earth was flat and that the sun and the moon were rotating around it in perfectly circular motion. Not only that, but in some of the far eastern pagan scriptures such as in Hinduism, they are even taught that the earth has two holes at its "ends" that the sun goes through during its rising and setting! Allah Almighty in the Noble Quran, on the other hand, described the earth as egg-shaped [2] [3], and talked about its motion in space and around its own axle in numerous Noble Verses [1] [2] [3] [4] [5]. And now, the Almighty GOD perfectly described for us how the moon orbits our planet earth!
Indeed, all Praise and Glory are due to Allah Almighty alone for making the Noble Quran be the Perfect and Everlasting Miracle, for us humans, out of all of His Divine Miracles! And may Allah Almighty send His Peace, Mercy and Blessings upon our Beloved and Blessed Prophet, Teacher and Role Model, Muhammad. Ameen
