It would be incorrect to call those scrimmages home games. They don't even count as exhibitions.
Somewhere around the time that the NCAA banned teams from playing pre-season exhibition games against Athletes in Action, and other non-collegiate teams, they also made the rule about scrimmages against other institutions being closed to the public.
The reasoning behind this is two-fold: Scrimmages against other collegiate teams would probably be higher competition. Losing could be embarrassing, and a disincentive to playing. That's why they keep the fans out, and institutions do not publicly release the outcomes of these scrimmages.
The first year that this rule went into effect, I was invited to a scrimmage by then-Fullerton coach Donnie Daniels. He then sheepishly had to uninvite me.
