It wouldn't allevate the budget problem, since the CC's are state funded. However it would make CSU/UC entrance mean more to those that have no need to take remedial English. I can see the day when the CC's eliminate remedial
English too and force back where it belongs, in the high schools. Financial austerity sometimes has it bright side.
